A failing invariant is a mesh incident
The mapping is deliberately blunt: a passing invariant reports ACTIVE, a failing one reports INCIDENT, and no run standing reports BUILDING. This reporter holds no status of its own — it reads the same record the pages read. A reporter with a private notion of health is a second source of truth about whether the books balance, and the second one is always the one that lies: it goes green on a deploy, or stays green because nothing told it otherwise.
With no org id and token in the environment the reporter is inert, and this page says so above rather than implying a registration it does not have. The heartbeat runs on a schedule and writes only to the mesh — this property holds a read-only ledger credential and has no ledger write to call.
